Use when the user asks to create, build, generate, produce, or convert a post-copy or post-refresh automation config — turning a sandbox-refresh SOP into a JSON array of OutboundMessages and RemoteSiteSettings entries with ConfigurationName, Label, Fields, IsActive, and ExecutionOrder.
