freeze the Design Frame and material

Build the prospective Scientific Map and close its Identity Ledger traces. Inspect local variables only when
Shared Doctrine makes them load-bearing.
Produce one Design Projection per Scientific Dimension under Shared Doctrine's Execution economy.
Synthesize the fewest justified deep modules and keep report detail proportional. Write the artifact only
when every completion check is traceable.
Stop
State the completion status, the cheapest closing path for every blocker, and that target code was not
modified. Hand off the artifact path; implementation is later.
