I — Methodology Framework (Interpretation)

1. Execution is not a vague concept, but a dynamic balance of three independent dimensions: initiative (proactive attack vs passive waiting), flexibility (adapting to changes vs sticking rigidly to plans), and planning (advance preparation vs on-the-spot response).
2. Initiative: The team does not passively wait for instructions, but proactively defines problems, seeks opportunities, and initiates actions. The core of initiative is "the right to freedom of action"—losing initiative means being close to defeat.

1. OKRs/goals are always unmet: Goals are clearly defined but execution deviates, always falling short at the end of the quarter. Users may say: "The goals are fine, but we can't execute them" "We always fall a little short every quarter".
2. Plans can't keep up with changes: The market environment changes too fast, the original plan is always overturned, and the team is exhausted. Users may say: "Making plans is useless" "Every time we finish a plan, it changes" "We might as well not make plans".
3. The team passively waits for instructions: No one proactively identifies problems or proposes improvement suggestions; everyone waits for leadership arrangements. Users may say: "They only move when pushed" "No one thinks proactively" "They only execute, not think".
4. Flexibility turns into chaos: The team is too "flexible", changing directions every three days, with no order in execution. Users may say: "Every flexible adjustment becomes a temporary decision" "Not a single day's execution follows the plan".

Scenarios not to use

2. When the team is extremely small (1-3 people): Execution problems in small teams are usually personal issues (ability or willingness), not systemic problems, so this framework is too heavy.
3. Highly standardized work: If the work process is already highly standardized (such as factory assembly lines), there is limited space for initiative and flexibility, so this framework is not suitable.

Failure modes (from counterexamples)

• Dogmatism (ce01): Excessive planning becomes dogma—plans become a religion, and any deviation is regarded as wrong. Correct planning is "flexibility within a framework", not "rigid processes".
• Adventurism (ce10): Excessive initiative without planning support—"Disregarding subjective and objective conditions, suffering from revolutionary impetuosity, unwilling to do arduous and meticulous mass work, and wanting to take big actions". Initiative without planning is reckless.
• Ultra-democracy (ce17): Flexibility turns into indecision—pursuing a decision-making model where everyone agrees, and endless discussions consume execution power. Flexibility does not mean lack of decision-making.

Author's blind spot

• Mao Zedong's discussion of the three elements mainly focuses on military commanders (individual level), with less discussion on how to systematically build these three elements in organizations (institutional level). Business implication: It is necessary to systematically cultivate the three elements through organizational design (incentive mechanisms, decision-making processes, information flow), rather than relying solely on individual awareness.
