I — Methodology Framework (Interpretation)

1. Strategy and tactics can be in opposite directions at the same time—you can be strategically defensive while tactically offensive. This is intentionally designed strategic tension, not a contradiction.

5. The core insight is "offense and defense can coexist and be in opposite directions at different levels"—create local initiative in overall passivity, and gradually change the overall balance of power through countless local initiatives.
6. This is not the flexibility of "random adaptation", but intentionally designed strategic tension—retreat is for advance, defense is for offense, detour is for straight path.

• Problem: Facing a strong enemy's attack, should we "resist the enemy outside the country's gate" (defend everywhere) or retreat actively?
• Method Application: Mao Zedong chose active retreat (strategic defense/retreat), led the enemy into the base area, stretched their supply lines, consumed their strength, then concentrated troops to counterattack (campaign offense). "Only by losing can you avoid losing."

• Among all battlefields, find the one point where you are most certain to win—it could be a segmented customer group where the opponent is weakest, a product feature you are best at, or a region the opponent ignores.
• Completion Standard: Clearly write down "We are passive in the overall ___ aspect, but at the specific point of ___, we have the advantage of ___ and can win a local campaign."

Step 2: Fight an "Offensive Battle within Defense"

• Concentrate resources (manpower, budget, time) on the selected breakthrough, pursue a quick decision—deliver results quickly, don't drag it into a war of attrition.
• The goal of this small campaign is not to change the overall situation, but to: (1) Boost team morale; (2) Verify whether the tactic is effective; (3) Accumulate a case of small victory.
• Stop Point: If no breakthrough with certainty can be found, it indicates the problem may be at the fundamental level—return to asymmetric strategy or base area construction, and build capabilities first.

Step 3: Accumulate Overall Advantage with Local Victories

• After each local victory, don't rush to expand the frontline (that would turn offense into recklessness), but consolidate the victory results and select the next breakthrough.
• Track the impact of local victories on the overall balance of power: Is customer reputation spreading? Is team confidence recovering? Is the opponent starting to adjust their deployment?
• Completion Standard: Establish a "Local Victory Log", record the results of each micro offensive (what was won, what was learned, what impact it had on the overall situation), and review quarterly whether the overall balance of power is changing.

B — Boundary

Scenarios Not to Use

1. When Having Overall Advantage: If you already have an overall advantage, you should pursue the victory and launch a full-scale attack. There's no need for "offense within defense"—directly use concentrated superior forces to fight an annihilation battle.
2. During Emergency Crisis: The company is facing life-or-death (cash flow is about to break). At this time, dialectics is not needed; emergency survival is required—survive first.
3. When the Team Has Not Formed Basic Combat Effectiveness: If the team can't even win a small battle (poor product, incompetent team), solve the basic skill problems first, don't fantasize about "offense within defense".

Failure Modes (from Counterexamples)

• Theory of Quick Victory (ce05): Misinterpreting "offense within defense" as a full-scale counterattack—rushing to "take it all in one go" after a small victory. Mao Zedong warned: "Acute advocates of quick victory cannot endure the difficult journey of a protracted war; as soon as the situation improves slightly, they start calling for a strategic decisive battle."
• Flightism (ce16): Jumping from the extreme of recklessness to the extreme of flight—giving up completely at the first setback. The first stage of the "Left" deviation was adventurism, the second was conservatism, and finally it became flightism. Defense is not flight.
• Passive Defense (ce11): "Resist the enemy outside the country's gate", trying to hold every position, resulting in every position being lost. "Unwilling to lose a part of the land, ending up losing all the land."

• Mao Zedong's discussion of "offense within defense" is mainly in the military field, lacking precise definition of "what scale of offense counts as tactical level".
